IXI is pleased to introduce you to Quantum Internet Services (QIS), a locally owned provider of Internet Access. Beginning December 19, 2003, your IXI dial up Internet access will be provided by QIS.

Who is Quantum Internet Services (QIS)?
QIS is a locally owned and operated company based in Manchester, Carroll County Maryland near Westminster. Established in 1995, the company has since grown to serve customers across Maryland, Virginia, and Pennsylvania and in over 200 cities across the United States. QIS provides reliable Internet Access and a full range of Internet services at competitive prices.

We have known the folks at QIS for years, and we are confident that you will enjoy being a QIS subscriber.

What happened to IXI?
We're still here! We have decided to concentrate on other aspects of our core business, namely Website Design, Web Hosting, and Computer Training. We are moving our offices into the Forest Hill Air Park in January, 2004. We will also be functioning as the Harford-Cecil County sales arm for QIS, so if you are interested in upgrading to DSL, or adding dialup accounts give us a call! We have enjoyed providing Internet access in our community for nine years, and we still feel strongly that your choice of a local Internet Service Provider greatly enhances your Internet experience.

We've also come to understand that the ever-changing technologies and challenges faced by an ISP are sometimes better handled by a larger company - that quite frankly, QIS can provide you with better Internet Access service than we can. I feel that our customers deserve the best, and if IXI is no longer in a position to be the best, it's time to hand you off to someone who is.

And so, although we've enjoyed a long, harmonious relationship with our dialup subscribers - it is with your best interest in mind that we step aside, and let our friends at QIS take your service up to the next level. Here's why I'm sure you'll agree that QIS will do just that:

Enhanced Dialup Speed Acceleration	Not Available	QIS's "QSpeed Acceleration" will be included with all $19.95 dial up accounts. This new technology can increase web downloads up to five times faster than regular dial up.
SPAM and Virus Filtering	Configured at server by IXI	The threshold selected is applied to all subscribers. QIS offers an anti-SPAM system, developed to trap SPAM and hold it in an area where it can be scanned for viruses, reviewed for importance, and/or deleted. You, the customer, has the capability to set your own threshold of filtering.

How does this change affect me?
Aside from enhancing the service that you are receiving, there will be very little change:

Billing
IXI mailed our last invoices for Internet Access on December 15, 2003. Please make your payment for that invoice to IXI to ensure that your account is properly credited to QIS for all service billing periods after December 19, 2003.

IXI has compensated QIS for dialup service prepaid to IXI; and any current prepaid accounts will be honored by QIS. Effective January 1, 2004, you will continue to be billed by QIS according to your current billing method. All account information will remain as is unless you notify QIS otherwise.

IXI business accounts with Internet Access and Website Hosting have been separated. IXI will continue to host your website and will be contacting you shortly to discuss our new website upgrade, hosting and promotion packages. Your Internet Access will be billed separately by QIS.

Technical Support
In most cases, technical issues (dial up numbers, usernames & passwords, etc.) will remain the same. QIS will begin providing your technical support on Friday, December 19, 2003. If you experience any technical difficulty, please call toll free 1.888.889.INET.
